National Plans and Strategies: Achieving the effective implementation of parties’ obligations on transboundary movements of hazardous and other wastes

Background

The Basel Convention, in its decision BC 10/2 adopted the strategic Framework which is an overarching plan to implement the Basel Convention from 2012 to 2021. The objectives of these capacity building activities are to support the Parties in the implementation of the Basel Convention to achieve the first goal of the Strategic Framework: Achieve the effective implementation of parties’ obligations on transboundary movements of hazardous and other wastes. In addition, the activities focus on the implementation of relevant sections of the decision Basel Convention decisions the Indonesian-Swiss country-led initiative (CLI).

Objectives

The training activities have the following objectives:

  • Developing and pilot testing Guidance on control of transboundary movements;
  • Addressing the entry into force of the Ban amendment at regional and national levels;
  • Developing and strengthening legal and institutional frameworks to implement and enforce the Basel Convention and to prevent and combat illegal traffic more effectively;
  • Assisting Parties in meeting their national reporting obligations, including improving the comparability of the data on the transboundary movements of hazardous and other wastes and providing guidance on collecting information for reporting; and
  • Disseminating and pilot testing technical guidelines and manuals on control schemes and transboundary movements.

The activities will target Basel Convention competent authorities, focal points, regional centres, civil society, and other stakeholders.
