Control system: electronic approaches

Within the framework of its mandate to consider what additional steps could be taken to improve the implementation of and compliance with Article 6 of the Convention, the Committee has agreed to explore electronic approaches to controlling transboundary movements of hazardous wastes and other wastes.

To assist the Committee with its work, Parties have been invited to provide information about their experiences with electronic approaches to the notification and movement documents by responding to a questionnaire, available in English, French and Spanish. A separate questionnaire was developed for stakeholders with an invitation for them to also share their views and experience with such approaches. Information collected from Parties and stakeholders will be used as a basis for the development of recommendations to the Conference of the Parties on ways to improve the implementation of this provision.

The Committee considered the matter during its twelfth meeting on the basis of a report on electronic approaches to the notification and movement documents and agreed on recommendations for the consideration of the Conference of the Parties. The Conference of the Parties, at its thirteenth meeting, considered the report of the Committee on the implementation of its work programme. In its decision BC-13/9, the Conference of the Parties welcomed the work of the Committee on electronic approaches to the notification and movement documents. In its Decision BC-13/17, the Conference of the Parties mandated the Open-ended Working Group to consider work that may be carried out on electronic approaches to the notification and movement documents.
