Within the framework of its mandate to improve the implementation of and compliance with paragraph 11 of article 6 of the Convention, and taking into account the report on the implementation of paragraph 11 of Article 6 of the Convention, the Committee is to develop, including through consultation with the expert working group on environmentally sound management, guidance to improve the implementation of paragraph 11 of Article 6 of the Convention, for consideration by the thirteenth meeting of the Conference of the Parties.
This activity of the 2016-2017 work programme of the Committee is a continuation of its work initiated under its 2014-2015 work programmes. At its eleventh meeting, the Committee considered a Report on the implementation of Paragraph 11 of Article 6 of the Basel Convention, pertaining to insurance, bond or other guarantee for transboundary movements of hazardous wastes and other wastes. Pursuant to its 2016-2017 work programme, the Committee developed draft guidance to improve the implementation of paragraph 11 of Article 6 of the Convention which it considered during its twelfth meeting. Following its consideration of the draft guidance, the Committee requested the Secretariat to:
- Consult the draft guidance with the expert working group on environmentally sound management during its fifth meeting and make it available to all Parties with an invitation to comment thereon by 10 September 2016;
- Prepare revised draft guidance by 30 September 2016 taking into account the outcome of the consultations and the comments received, for endorsement by the Committee by electronic means and for consideration by the Conference of the Parties at its thirteenth meeting.
The Committee also decided to include in its proposed 2018-2019 work programme that it finalize, including through consultation with the Open-ended Working Group, the guidance to improve the implementation of paragraph 11 of Article 6 of the Convention for the consideration and possible adoption by the Conference of the Parties at its fourteenth meeting.

During its thirteenth meeting, the Conference of the Parties considered the report of the Committee on the implementation of its work programme as well as draft guidance to improve the implementation of paragraph 11 of Article 6. In its decision BC-13/9, the Conference of the Parties entrusted the Committee, under its work programme for 2018-2019, to finalize, including through consultation with the Open-ended Working Group, the guidance on the implementation of paragraph 11 of Article 6 of the Convention for the consideration and possible adoption by the Conference of the Parties at its fourteenth meeting.
