First meeting of the Expert Working Group on Environmentally Sound Management

Buenos Aires, Argentina, from 10 to 12 December 2013

Venue: Dazzler Hotel San Martin, San Martin 920, Retiro, Buenos Aires, Argentina.

Background: The eleventh meeting of the Conference of the Parties, by its decision BC-11/1 on follow-up to the Indonesian-Swiss country-led initiative to improve the effectiveness of the Basel Convention, adopted the framework for the environmentally sound management of hazardous wastes and other wastes. In addition, the COP decided to mandate an expert working group to further elaborate and implement actions on initial short-term work items as listed in annex II to the decision and to develop a work programme for additional priorities and key work items and actions for the implementation of environmentally sound management. The European Union and Japan are kindly funding the first physical meeting of the group.

Organizers: The meeting is organised by the Secretariat of the Basel, Rotterdam and Stockholm Conventions in collaboration with the Basel Convention Regional Centre for South America in Argentina.

Working Language: English only.

Meeting Objectives: The expert working group is expected to further elaborate and implement actions on initial short-term work items and to develop a work programme for additional priorities and key work items and actions for the implementation of ESM. The expert working group will report on its activities and to submit its work programme to the Open-ended Working Group for consideration at its ninth meeting and subsequently to the Conference of the Parties for consideration and possible adoption at its twelfth meeting.

Target Audience: The 25 nominated members of the expert working group. The meeting is also open to observers.

Outcome

The meeting was attended by 18 members of the Expert Working Group and 9 observers. The Group mainly considered short-term priority actions to support the implementation of ESM including the selection of three pilot projects for implementation in the short-term, the development of guidance on key topics of ESM as well as priority waste streams and incentives to encourage the private sector to invest in ESM. The Group also discussed its work programme which is to be considered for endorsement by the twelfth meeting of the Conference of the Parties in May 2015.
