Manual for customs officers

The interactive Manual for Customs on hazardous chemicals and wastes under the Basel, Rotterdam and Stockholm conventions will enhance your knowledge of the three global treaties that contribute to safely managing the production, movement, use and disposal of hazardous chemicals and wastes.

Customs play a key role in facilitating the legal trade of hazardous chemicals and wastes, and in detecting possible cases of illegal traffic – especially in ports and along the borders. This manual will inform you about the objectives, procedures, rights and obligations contained in these three multilateral environmental agreements as they relate to the work of Customs. It describes in general what Customs should know to facilitate the legal trade in hazardous chemicals and wastes. It will also support you in how to identify and deal with possible cases of illegal trade/traffic.

The Manual is divided into 6 modules, each of them containing an introduction, lessons, questions and a resources section. The lessons are supported by practical examples and images.

The Manual is complemented by four annexes:

  1. a glossary explaining key terms and concepts under the Basel, Rotterdam and Stockholm Conventions which will be frequently referred to in this Manual (annex I);
  2. an identification tool for wastes covered by the Basel Convention (annex II);
  3. an identification tool for the persistent organic pollutants that may be subject to international trade under the Stockholm Convention (annex III); and
  4. an identification table for the chemicals covered by the Rotterdam Convention (annex IV).

The Manual was developed with the support of a financial contribution from the European Union.

Basel Convention Training Manual on Illegal Traffic for Customs and Enforcement Agencies

This manual is designed to assist Customs and other enforcement agencies in understanding the provisions of the Basel Convention, and highlights the fundamental role they play in its implementation.

Each Party, having its own legislative structure, has taken its own approach in incorporative the Basel Convention provision into its own legislation. This manual has been drafted in a way that allows Parties to insert their own requirements in it, in order to facilitate its use by Customs officers and enforcement agencies at the national level.

This manual deals with:

  • what is important information for Customs to implement the Convention;
  • what does any enforcement agency need to know about safety when dealing with hazardous waste shipments;
  • what is illegal traffic, and how to detect it; and
  • which are the important detail to consider when investigating and prosecuting waste crimes.

This Training Manual has been prepared by the University of Auckland, New Zealand in the context of the convening of the First Continental Conference for Africa on the Environmentally Sound Management of Unwanted Stocks of Hazardous Wastes and their Prevention, Rabat, Morocco, 8-12 January 2001.

It has been designed to assist those governments or organisations, not only in Africa, charged with the task of managing the destruction or decontamination of POPs (Persistent Organic Pollutants) with procedures that assist with the planning and selection of appropriate technologies that suit the particular circumstances whilst complying with the need for environmentally sound management principles and the principles of sustainability.

In that context special consideration should be given to the local national frameworks and the responsibilities of the relevant competent authority.

Preparation of a National Environmentally Sound Management Plan for PCBs and PCB-Contaminated Equipment

The awareness-raising module contains technical information on PCBs and management related issues during industrial use until their final elimination.

Pilot programmes carried out in a number of countries have demonstrated the considerable demand for information by both the public and the private sectors. This module is also designed for the competent authorities and for PCB owners and stresses their responsibility for ensuring the environmentally sound management of PCBs. This demand for information is due to the fact that, historically, the environmental repercussions of the industrial use of PCBs were not taken into account when they were originally placed on the market.

Training Manual for the Preparation of National Used Lead Acid Batteries Environmentally Sound Management Plans in the Context of the Implementation of the Basel Convention

The present manual is the product of experience gathered through the conduct of technical projects on the environmentally sound management of used lead acid batteries in countries which are Parties to the Basel Convention in Central and South America, the Caribbean and Asia in the last few years (2001-2004).

The Manual provides practical advice and guidance to national authorities for the development of a normative framework for the environmentally sound management of used lead acid batteries. A number of methodologies and field-tested tools are outlined to facilitate national diagnoses, the identification of the most appropriate policy strategies to enforce recycling policies, plans for public and targeted group education campaigns, the examination of occupational health and safety procedures as well as appropriate standards for the collection, packaging, transportation and recycling of used lead acid batteries. Practical local solutions for countries in transition are also described in order to meet the requirements for environmentally sound management as set out in the Basel Convention.
