Following the Probo Koala dumping, in Côte d'Ivoire, a programme of action was prepared by the Secretariat of the Basel Convention, in consultation with the secretariats of the Stockholm and Rotterdam conventions, with the aim of strengthening the capacity of Côte d’Ivoire to monitor and control transboundary movements of hazardous waste and chemicals (decision VIII/1). After the ninth Conference of the Parties, the Côte d’Ivoire project (funded by the Strategic Approach to International Chemicals Management Quick Start Programme) was replicated in African Countries with port facilities. The Probo Koala Programme in Africa has the overarching objective to ensure that the Probo Koala incident does not occur again.

The training workshop in Dar es Salaam, Tanzania, is the third of a series, following the one in Mombasa, Kenya (2 - 4 May 2012). The workshop is organized by the Ministry of Environment of Tanzania and the Africa Institute for the Environmentally Sound Management of Hazardous and other Wastes in cooperation with the Basel, Rotterdam and Stockholm Conventions Secretariat, the International Maritime Organization (IMO) and the World Health Organization (WHO).

Workshop objectives

The Objectives of the workshops are:

  1. Develop technical and institutional capacity at the national level to prevent and respond to incidents making use of the International Health Regulations (WHO, 2005) alert system and procedures; (in cooperation with the WHO)
  2. Improve the coordinated implementation and the enforcement of multilateral environmental agreements that are relevant for the monitoring and control of transboundary movements of hazardous waste and chemicals, including their environmentally sound management, such as the Basel, Rotterdam and Stockholm Conventions;
  3. Ensure the environmentally sound management of MARPOL wastes, strengthening the institutional capacity of the port reception facilities and improving the sea-land interface between MARPOL and the Basel Convention (in cooperation with the IMO).
  4. Enhance coordination among relevant local and national authorities of the health, environment, and maritime communities involved in the management of transboundary movements and the disposal of hazardous waste and chemicals through ports.

Target audience

Enforcement officers, customs, conventions focal points, competent authorities, designated national authorities, government officials from health, environment, maritime and port authorities.
