Study tour on the prevention and combatting of illegal traffic of hazardous and other wastes under the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal (ENFORCE study tour)

Highlights: A study tour on the prevention and combatting of illegal traffic of hazardous and other wastes under the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal (hereinafter referred to as “ENFORCE study tour”) will take place from 11 to 14 February 2025 in Dublin, Ireland, and Rotterdam, Netherlands. The first part of the study tour is hosted by Ireland, the member of ENFORCE, representing the Group of Western European and Other States in the network, and the second part will be hosted by the Dutch Customs in Rotterdam. The objective of the ENFORCE study tour is to enhance the expertise and knowledge of Parties to the Basel Convention and to facilitate sharing experience and practices on prevention and combatting illegal traffic of hazardous and other wastes under the Basel Convention among ENFORCE members and observers. It is taking place in the context of the Basel Convention which aims to control transboundary movements of hazardous and other wastes and to promote their environmentally sound management. The Convention also sets out obligations to prevent and combat illegal traffic in hazardous and other wastes.

The ENFORCE study tour is held back-to-back with the ninth ENFORCE meeting.

Meeting objectives: The objectives of the study tour include:

  • Enhancing the knowledge and skills for the implementation of the Basel Convention through the exchange of experiences and expertise;
  • Addressing practical aspects of dealing with suspected cases of illegal traffic;
  • Exchanging hands-on insights on classifying waste;
  • Improving understanding of operational processes and procedures performed by customs and environmental authorities;
  • Sharing best practices, technological innovations, and operational efficiencies among ENFORCE members and other stakeholders.

Target Audience: Members of ENFORCE representing governments, Basel Convention Regional Centers, intergovernmental organizations, and representatives of relevant national authorities, such as Focal Points, Competent Authorities to the Basel Convention, customs, prosecutors, and police.
