National training on the enforcement of the Basel Convention and Plastic Waste Amendments in Zambia

In-person, 15-17 July 2025, Lusaka, Zambia

Highlights: A national training took place in-person from 15 to 17 July in Lusaka, Zambia, in the context of the project “Environmentally Sound Plastic Management”. This project aims to protect human health and the environment against the adverse effects of plastic pollution, with the generous financial support of the Norwegian Retailers Environment Fund (NREF). It seeks, among other things, to strengthen national capacity to implement the Basel Convention Plastic Waste Amendments (PWA), in particular through tailored trainings for customs and national enforcement authorities. 

The project is implemented by the Zambia Environmental Agency (ZEMA), with the support of the Secretariat of the Basel, Rotterdam, and Stockholm (BRS) Conventions.

Organizers and Partners: The Zambia Environmental Management Agency and the Secretariat of the Basel, Rotterdam, and Stockholm Conventions.

Meeting objectives:The objectives of the training were to strengthen the knowledge and capacity of participants and enable the exchange of experiences on:  

  • Implementation and enforcement of the obligations and procedures under the Basel Convention and the Plastic Waste Amendments; 
  • Promotion of effective control of transboundary movements of waste, including plastic waste 
  • Plastic waste classification;
  • Promotion of efforts to enforce, prevent, and combat illegal traffic of waste, including plastic waste, in accordance with the Basel Convention; 
  • Tools available to support Parties’ efforts in implementing PWA.
Target audience: This training targeted the representatives from Environmental Authority, Customs and Border Enforcement Officers and relevant private sector (clearing and forwarding agency) in Zambia.
