Guidance

A range of guidance documents has been developed under the Basel Convention to support Parties and other stakeholders in implementing the Prior Informed Consent (PIC) procedure and related obligations on the control of transboundary movements of hazardous wastes and other wastes.

The principal guidance documents adopted by the Conference of the Parties and developed by the Secretariat are listed below. They are available in all six official United Nations languages unless otherwise indicated.

Guide to the Control System

The Guide to the control system was developed with a view to providing a harmonised interpretation of the Convention and its control system, and facilitating the implementation of the control system. It is intended for use by Parties and other stakeholders involved in the transboundary movement of hazardous wastes and other wastes.

The guide was first adopted by the Conference of the Parties at its fourth meeting in 1998 by decision IV/14, and later updated at its twelfth meeting in decision BC-12/7. The Guide is routinely updated by the Implementation and Compliance Committee in the context of its work programmes to reflect new developments occurring under the Convention.

Guide to the Control System

The Guide to the control system was developed with a view to providing a harmonised interpretation of the Convention and its control system, and facilitating the implementation of the control system. Manual for the Implementation of the Basel Convention

The Manual for the implementation of the Basel Convention provides an overview of the obligations under the Convention and offers practical guidance on their implementation. It is intended as a reference for Parties, non-Parties and other stakeholders engaged in the implementation of the Convention. The Manual is complemented by a Checklist for the Legislator intended to assist Parties in their review of their national legal frameworks to ensure they adequately reflect the provisions of the Basel Convention. 

The manual was adopted by the Conference of the Parties at its third meeting in 1995, by decision III/8 and later updated at its twelfth meeting by decision BC-12/7. The Manual is routinely updated by the Implementation and Compliance Committee in the context of its work programmes to reflect new developments occurring under the Convention.

Leaflets

A series of concise leaflets summarises specific aspects of the control system, including transboundary movements of hazardous wastes, notifications of national definitions, and import and export prohibitions. The leaflets are intended for ease of reference by competent authorities, notifiers and other stakeholders.
