The Conference of the Parties took note of the report developed by the lead country, in consultation with the small intersessional working group, on challenges in the implementation of the prior informed consent (PIC) procedure and best practices, possible approaches and initiatives to improve its functioning, as well as options for possible ways forward.
In its seventeenth meeting, the Conference of the Parties by decision BC-17/2 adopted a wide range of recommendations aimed at improving the functioning of the PIC procedure, organized under six broad thematic areas:
- Exchange of information with and between competent authorities
- Technical, financial and administrative capacity of competent authorities
- Transit transboundary movements
- Notification decision-making processes
- Variation in approaches to financial guarantees
- Issues with maritime transport of waste.
Follow-up
A letter was circulated to all Parties on 27 May 2025, with a summary of the decisions that invited Parties to provide information, including in relation to work to improve the PIC procedure.
