Pursuant to decision BC-17/8, Parties and others are invited to provide information to the Secretariat with a view to assisting it in facilitating the inclusion of wastes covered by the Basel Convention in the Harmonized Commodity Description and Coding System (HS). As requested by decision BC-14/9, adopted in 2019 at the fourteenth meeting of the Conference of the Parties, the Secretariat submitted a proposal for amending the HS with respect to A3210, B3011, Y48 – plastic waste, for consideration by the World Customs Organization (WCO) in the seventh review cycle of the HS. Amendments with respect to plastic waste have been accepted by the contracting Parties to the International Convention on the HS and will contribute to the eighth edition of the Harmonized System Nomenclature (HS 2028), which will enter into force on 1 January 2028. During the two-year period before entry into force of the amendments, WCO will work on updating the HS Explanatory Notes (EN), including those to the amended heading 39.15. To support the process of revision of the EN to heading 39.15, Parties to the Basel Convention were invited to provide information on the possible classification of examples of plastic waste.
