Mid-term evaluation

The strategic framework sets out a requirement for mid-term and final evaluations of the framework to be considered by the Conference of the Parties at its thirteenth and fifteenth meetings, respectively (section VI of the strategic framework in decision BC-10/2). At its thirteenth meeting, in decision BC-13/1, the Conference of the Parties decided to forgo the mid-term evaluation. 

In support of the evaluations, the eighth meeting of the Open-ended Working Group requested the Secretariat, on the basis of the 2011 data provided by Parties, to prepare a report on the creation of a baseline for the mid-term and final evaluations of the strategic framework for consideration by the Conference of the Parties at its eleventh meeting(decision OEWG-8/1).

In September 2012, the Secretariat retained a consultant to develop a format for reporting to facilitate the collection of information from parties relevant to the indicators listed in section V of the strategic framework. Subsequently, in November 2012, the Secretariat sent to all Parties an electronic questionnaire to assist them in providing information relevant to the indicators. However, there were few responses to the questionnaire. The report on creation of a baseline that was developed on the basis of the responses received was submitted to the eleventh meeting of the Conference of the Parties in document UNEP/CHW.11/INF/6.

Following the eleventh meeting of the Conference of the Parties and in accordance with decision BC-11/2, the Secretariat sent a request to Parties urging those that had not already done so to provide to the Secretariat information for the year 2011 relevant to the indicators listed in section V of the annex to decision BC-10/2.  As a result, the Secretariat received further information from Parties, bringing the total number of responses received to 35. The revised report on creation of a baseline was submitted to the ninth meeting of the Open-ended Working Group as document UNEP/CHW/OEWG.9/INF/3.

During its ninth meeting, the Open-ended Working Group  took note of the baseline report. The report was subsequently submitted as an information document to the twelfth meeting of the Conference of the Parties. During its tenth meeting, the Open-ended Working Group, by its decision OEWG-10/1, among other things:

  • invited Parties to provide to the  Secretariat, by 30 September 2016, information for the year 2015 relevant to the indicators listed in section V of the strategic framework,
  • requested the Secretariat, on the basis of the information received from Parties, to prepare a draft report on the mid-term evaluation of the strategic framework available by 15 November 2016 on the Basel Convention website;
  • invited Parties and others to provide comments to the Secretariat on the draft report by 15 January 2017; and
  • requested the Secretariat to prepare a revised draft report, taking into account comments received from Parties and others, for consideration by the Conference of the Parties  at its thirteenth meeting.

The Secretariat also sent Communications in relation to this matter on 17 March 2016 and 16 June 2016.

The matter was considered by the Conference of the Parties at its thirteenth meeting at what time, in its decision BC-13/1, it noted the low level of submission of information to enable a mid-term evaluation and agreed on a new approach for the preparation of the final evaluation of the strategic framework in time for the fifteenth meeting of the Conference of the Parties in 2021.
