Admission of Observers

The meetings of the Open-ended Working Group (OEWG) are open to participation by observers in accordance with paragraph 6 of Article 15 of the Basel Convention and the relevant Rules of Procedure.

In accordance with the Rules of Procedure, the following are notified of this meeting:

  1. Bodies or agencies, whether national or international, governmental or non-governmental, qualified in fields relating to the transboundary movements of hazardous wastes as well as their management and disposal, and which have informed the Secretariat of their wish to be represented; and,
  2. The United Nations and its specialized agencies, the International Atomic Energy Agency and any State and any political and/or economic integration organization not Party to the Convention.

Previously admitted observers

Bodies or agencies that have already been admitted to past meetings of the Conference of the Parties to the Basel Convention or its subsidiary bodies need to register using the BRS online registration system via the following link: https://registration.brsmeas.org.  A nomination letter from the relevant body or agency must be uploaded in the online registration system at the time of registration.

New observers

Bodies or entities that have not previously been represented as observers at meetings, that do not fall under those listed in point (2) above, and that wish to be represented as observers at the upcoming meeting are required to complete the procedure for admission. The relevant application form and further information on this procedure are available on the Basel Convention website (http://www.basel.int/?tabid=8284).

Please send the completed application form together with the required information to brs@un.org.

Upon confirmation by the Secretariat that the requesting body or agency appears to meet the criteria, the observer will need to register using the BRS online registration system via the following link: https://registration.brsmeas.org.  A nomination letter from the relevant body or agency must be uploaded in the online registration system at the time of registration.

The Secretariat respectfully advises that financial assistance will not be provided for participation of observers in the meeting. Furthermore, observers will be responsible for making their own arrangements to participate in the meeting, including visa and hotel arrangements.
