Amendments to Annexes II, VIII and IX to the Basel Convention

The fourteenth meeting of the Conference of the Parties to the Basel Convention (COP-14, 29 April–10 May 2019) adopted amendments to Annexes II, VIII and IX to the Convention with the objectives of enhancing the control of the transboundary movements of plastic waste and clarifying the scope of the Convention as it applies to such waste.

The amendments entered into force for all Parties that had not submitted a notification of non-acceptance on expiry of six months from the date of the circulation of the communication by the depositary (paragraph 3 and subparagraph 2 (c) of Article 18). The new entries in Annexes II, VIII and IX to the Basel Convention become effective as of 1 January 2021 (decision BC-14/12).

This list is indicative only – any official statement concerning the status of ratification, acceptance, formal confirmation, approval or accession of the Basel Convention or any amendments thereto is solely within the competence of the Depositary of the Convention in New York (based on the provisions of the Convention). In accordance with Article 28 of the Convention, the Secretary-General of the United Nations is the Depository of this Convention.

Blank cells in the table below indicate that the Party notified the depositary in writing that it was unable to accept the amendment, within six months from the date of the communication of the adoption by the Depositary.
