Opening of the meeting
1. The twelfth meeting of the Implementation and Compliance Committee (‘the Committee’) will be convened from 4 to 6 June 2016 at the United Nations Environment Programme Headquarters (room 9), United Nations Avenue, Gigiri, Nairobi, Kenya. The meeting will be opened by the Chair of the Committee, Mr. Alberto Capra (Argentina), at 10 a.m. on 4 June 2016, following a meeting of the Bureau of the Committee convened at 9.30 a.m. (room 7). |

I. Introduction
1. By its decision BC-12/7, the Conference of the Parties at its twelfth meeting extended, for the period between the twelfth and fourteenth meetings of the Conference of the Parties, the amendment to paragraph 9 (c) of the terms of reference of the Basel Convention mechanism for promoting implementation and compliance adopted by the Conference of the Parties at its tenth meeting and extended by the Conference of the Parties at its eleventh meeting. In accordance with the amendment, the Secretariat may make a submission to the Committee administering the mechanism with regard to possible difficulties encountered by any party in complying with its obligations under paragraph 1 of Article 3, paragraph 1 of Article 4 and paragraph 2 of Article 13 of the Convention.

1. By its decision BC-12/7, the Conference of the Parties at its twelfth meeting adopted the work programme for the biennium 20162017 of the Committee administering the mechanism for promoting implementation and compliance, annexed to that decision, whereby it mandated the Committee, among other things, to review the operation of the implementation fund in the light of the experience of the Committee and other developments, including with regard to the special programme to support institutional strengthening at the national level for implementation of the Basel, Rotterdam and Stockholm Conventions, the Minamata Convention and the Strategic Approach to International Chemicals (hereinafter “the special programme”).

I. Introduction
1. By its decision BC-12/7, the Conference of the Parties at its twelfth meeting adopted the work programme for the biennium 20162017 of the Committee administering the mechanism for promoting implementation and compliance, annexed to that decision, whereby it mandated the Committee, among other things, to improve timely and complete national reporting under paragraph 3 of Article 13 of the Convention including by classifying and, as appropriate, publishing parties’ individual compliance performance with regard to their annual national reporting obligations for 2013, 2014 and 2015 as available based on the criteria and categories adopted by the Conference of the Parties at its tenth meeting and using the targets set by the Conference of the Parties at its twelfth meeting, namely that 30 per cent of reports due for 2013 and for subsequent years are submitted on time and 20 per cent of reports due for 2013 and for subsequent years are submitted complete.

By its decision BC-12/7, the Conference of the Parties at its twelfth meeting adopted the work programme for the biennium 20162017 of the Committee Administering the Mechanism for Promoting Implementation and Compliance, attached to that decision, whereby it mandated the Committee, among other things, to improve timely and complete national reporting under paragraph 3 of Article 13 of the Convention including by considering what additional steps could be taken to improve the timeliness and completeness of national reporting (such as face-to-face meetings and webinars) and, on the basis of that consideration, elaborating a plan recommending actions, incentives and other measures towards that end. |

By its decision BC-12/7, the Conference of the Parties at its twelfth meeting adopted the work programme for the biennium 20162017 of the Committee administering the mechanism for promoting implementation and compliance, annexed to that decision, whereby it mandated the Committee, among other things, to prevent and combat illegal traffic by continuing to develop, including through consultations with the Open ended Working Group, guidance on the take-back provision under paragraph 2 of Article 9 of the Convention and develop guidance on the implementation of paragraphs 3 and 4 of Article 9 of the Convention, integrating the two sets of guidance into one document, for consideration and possible adoption by the Conference of the Parties at its thirteenth meeting.

The Committee was more specifically mandated to develop, taking into account the report on the implementation of paragraph 11 of Article 6 of the Convention, and including through consultation with the expert working group on environmentally sound management, guidance to improve the implementation of paragraph 11 of Article 6 of the Convention for consideration by the Conference of the Parties at its thirteenth meeting.

1. In accordance with paragraph 24 of the terms of reference of the mechanism for promoting implementation and compliance of the Basel Convention, the Committee administering the mechanism (hereinafter “the Committee”) shall report to each ordinary meeting of the Conference of the Parties on its suggestions for any future work that may be required on general issues of compliance and implementation, for the consideration and approval of the Conference of the Parties. It is standing practice by the Committee to also include in its proposed work programme activities pertaining to specific submissions.

I. Opening of the meeting
1. The twelfth meeting of the Implementation and Compliance Committee (hereinafter “the Committee”) was held from 4 to 6 June 2016 at the United Nations Environment Programme (hereinafter ‘UNEP’) headquarters in Nairobi, Kenya. Mr. Juan Ignacio Simonelli, Chair of the Committee, opened the meeting at 10.00 a.m. He welcomed Committee members and, on behalf of the Committee, expressed his appreciation to Japan that provided funding for the meeting. Mr. Simonelli also thanked those Committee members that were making in-kind contributions to the Committee by taking the lead on specific activities of the work programme of the Committee.

1. As referred to in document UNEP/CHW/CC.12/13 on the report of the twelfth meeting of the Basel Convention Implementation and Compliance Committee (Nairobi, 46 June 2016), the present addendum completes the report of the meeting with respect to the Committee’s consideration of agenda items 3 (a) (ii), (iii), (iv), (vi), (ix), (x) and (xii) and agenda item 4 (a) (iii).
2. With respect to agenda items 3 (a) (ii), (iii), (iv), (vi), (ix), (x) and (xii), annex I to the present addendum sets out the seven decisions adopted by the Committee.
