This brochure presents a brief overview of the activities of the Implementation and Compliance Committee carried out during the period 2002 – 2011. It complements the brochure entitled “The Basel Convention Mechanism for Promoting Implementation and Compliance” published in 2006, which is intended to be a brief guide for Parties to explain the procedures of the Committee.

In order to promote understanding of the mechanism for promoting the implementation of and compliance with the obligations set out under the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Committee that is entrusted with administering that mechanism (“the Compliance Committee”) decided that it would prepare the present publication - a brief guide for Parties to explain, in clear terms, the procedures of the Committee.

Eleventh meeting of the Basel Convention Implementation and Compliance Committee

Geneva, Switzerland, from 22 to 24 September 2014

Venue: International Environment House I (IEH-I), room 3, 11-13, Chemin des Anémones, 1219 Châtelaine, Geneva, Switzerland.

Schedule : The meeting will be opened at 10 a.m, following a meeting of the Bureau scheduled for 9:30 a.m.

Highlights: The Committee Administering the Mechanism for Promoting the Implementation and Compliance is expected to continue the consideration of its 2014-2015 work programme. As requested by the Conference of the Parties, the Committee is to give priority to dealing with specific submissions regarding party implementation and compliance received or initiated in accordance with paragraph 9 of the terms of reference. In this context, the Committee is expected to consider two submissions received from Parties, namely the Central African Republic and Oman. The Committee is also expected to consider submissions regarding the following 11 Parties: Afghanistan, Bhutan, Cabo Verde, Eritrea, Guinea-Bissau, Liberia, Libya, Palau, Somalia, Swaziland and Togo. Other issues pertaining to specific submissions include the implementation fund, the evaluation of the amendment to paragraph 9 (c) of the terms of reference, and the review of the Committee’s legal framework programme. The Committee is also expected to consider general issues of implementation and compliance pertaining to national reporting, development of inventories, legislation, the control system, illegal traffic, insurance, bond and guarantee, as well as the Manual for the implementation of the Convention. Four guidance documents will be considered for adoption and onward transmission to the twelfth meeting of the Conference of the Parties.

Funding: Funding for the meeting is provided by the Governments of Japan and Switzerland.
