The Conference of the Parties (COP) to the Basel Convention, by decision BC-13/14 , requested the working group of the Partnership to develop an overall guidance document on the environmentally sound management of household waste. By decision BC-17/19, the COP welcomed the overall guidance document on the environmentally sound management of household waste.

By decision BC-14/19, the COP, among others, took note of the draft overall guidance on the environmentally sound management of household waste; invited Parties and others to provide comments by 31 December 2019; requested the working group to prepare a complete draft by 31 October 2019; invited Parties and others to provide comments by 31 December 2019; and requested the working group to prepare a revised draft for consideration by the twelfth meeting of the Open-ended Working Group as an information document.
By decision BC-15/22, the COP, among others, took note of the draft overall guidance document on the environmentally sound management of household waste; invited Parties and others to provide further comments by 15 October 2022; requested the working group to prepare, by 15 December 2022, a revised draft for consideration by the COP at its sixteenth meeting; and invited Parties and others to provide comments by 15 February 2023.
By decision BC-16/18, the COP, among others, took note of the revised draft overall guidance document on the environmentally sound management of household waste; invited Parties and others to provide comments by 30 September 2023; and requested the working group, among others, to prepare a further revised draft of the overall guidance document, taking into account the comments received prior to the sixteenth meeting of the COP; the discussions at the sixteenth meeting of the COP; and any additional comments received, for consideration by the Open-ended Working Group at its fourteenth meeting.
In section II of decision OEWG-14/14, the Open-ended Working Group invited Parties and others to provide comments on the further revised draft and requested the working group to further develop the draft, taking into account the discussions at the fourteenth meeting of the Open-ended Working Group and any additional comments received, for consideration by the COP at its seventeenth meeting.
By decision BC-17/19, the COP, among others, welcomed the overall guidance document on the environmentally sound management of household waste and invited Parties and others to carry out activities to use, promote and disseminate the overall guidance document on the environmentally sound management of household waste.
