Controlling Transboundary Movements of Plastic Waste

Colombo, Sri Lanka, from 12 to 13 June 2023

Highlights:  The training is taking place in the context of the project on Marine litter and microplastics: promoting the environmentally sound management of plastic wastes and achieving the prevention and minimization of the generation of plastic wastes (BRS-Norad-1) with the generous financial support of the Norwegian Agency for Development Cooperation, Government of Norway.

The purpose of the training is to strengthen the capacities of the Competent Authority to the Basel Convention, Customs and border control officers, environmental authorities, and law enforcement officers in Sri Lanka with a view to promoting the effective control of transboundary movement of plastic waste and build capacity to prevent cases of illegal traffic.

The training builds upon the National Joint SBC/WCO/UNODC Training in Sri Lanka to Promote Effective Control of Transboundary Movements of Plastic Waste and Build Capacity to Prevent Cases of Illegal Traffic held online from 27 September to 1 October 2021.

Organizers: This training is organized by the Secretariat of the Basel Convention (SBC) in cooperation with the World Customs Organisation (WCO).

Meeting objectives: The objectives of the workshop include increasing the knowledge and skills of the target audience on the following:

  • The Basel Convention with a focus on plastic waste;
  • Classification of plastic waste and HS codes;
  • Dealing with illegal traffic in plastic waste in Sri Lanka;
  • Performing risk management and intelligence for enforcement;
  • Promoting inter-agency cooperation mechanisms in Sri Lanka;
  • Sharing of national practices in preventing and combatting traffic in plastic waste.

Target audience: This training will target the representatives from Environmental Authority, Customs and Border Enforcement Officers in Sri Lanka.
