The meetings of the Open-ended Working Group (OEWG) are open to participation by observers in accordance with paragraph 6 of Article 15 of the Basel Convention and the relevant Rules of Procedure.
In accordance with the Rules of Procedure, the following are notified of this meeting:
- bodies or agencies, whether national or international, governmental or non-governmental, qualified in fields relating to the transboundary movements of hazardous wastes as well as their management and disposal, and which have informed the Secretariat of their wish to be represented; and
- the United Nations and its specialized agencies, the International Atomic Energy Agency and any State and any political and/or economic integration organization not Party to the Convention.
- Previously admitted observers
Bodies or agencies that have already been admitted to past meetings of the Conference of the Parties to the Basel Convention or its subsidiary bodies need to fill in the observer registration form for OEWG-14 by 24 May 2024 and submit it to Ms. Stephanie Cadet at stephanie.cadet@un.org.
In accordance with the Rules of Procedure, such bodies or agencies may be present at the meeting, if there is no objection from at least one-third of the Parties present.
Bodies or entities that have not previously been represented as observers at meetings, that do not fall in those listed in point (ii) above, and that wish to be represented as observers at the upcoming meeting are required to complete the procedure for admission. The relevant application form and further information on this procedure are available on the Basel Convention website (http://www.basel.int/?tabid=8284).

Upon confirmation by the Secretariat that the requesting body or agency appears to meet the criteria, the observer will need to submit the completed registration form to Ms. Stephanie Cadet at stephanie.cadet@un.org.
The Secretariat respectfully advises that financial assistance will not be provided for participation of observers in the meeting. Furthermore, observers will be responsible for making their own arrangements to participate in the meeting, including visa and hotel arrangements.
