Highlights: The Environmental Network for Optimizing Regulatory Compliance on Illegal Traffic (ENFORCE) was established by the eleventh meeting of the Conference of the Parties to the Basel Convention (BC-11/8). ENFORCE aims to promote parties’ compliance with the provisions of the Basel Convention pertaining to preventing and combating illegal traffic in hazardous wastes and other wastes through the better implementation and enforcement of national law. ENFORCE brings together existing resources and enhancing and improving cooperation and coordination between relevant entities with a specific mandate to deliver capacity-building activities and tools on preventing and combating illegal traffic.
The decision BC-15/17 on Committee Administering the Mechanism for Promoting Implementation and Compliance adopted by the Conference of the Parties to the Basel Convention amended the terms of reference of ENFORCE by requesting the Secretariat to, inter alia, facilitate the organization of joint inspections and enforcement operations led by members of the Environmental Network and to do so in close cooperation with relevant organizations, as well as disseminate guidance and training tools developed under the Convention that aim to prevent and combat illegal traffic.

Meeting Objectives: Members are expected to inter alia, exchange information on activities and identify activities that would benefit from being coordinated or jointly planned and implemented, and to deliberate on the modalities for the operation of the network.
Target Audience: In accordance with its terms of reference, the eighth meeting of the ENFORCE is open to its appointed members and to approved additional members and observers.
